Core Question
How can institutions verify information without repeatedly requesting evidence from vulnerable individuals?
Purpose
Defines the blockchain-enabled verification infrastructure: verification not storage; trust not surveillance; interoperability not centralisation.
The Technology Principle
The SAFECHAIN™ Verification Layer™ is built on three non-negotiable technology principles:
• Verification not storage — the system confirms status without holding sensitive data
• Trust not surveillance — the system creates confidence without creating a surveillance infrastructure
• Interoperability not centralisation — the system connects existing infrastructure without requiring a new centralised database
Why Blockchain
Distributed ledger technology enables immutable, transparent verification records without centralised data storage. A verification event is recorded. The underlying evidence is not. The individual's credential is confirmed. The credential content is not transmitted.
This resolves the fundamental tension between institutional need for confidence and individual need for privacy.
Architecture Overview
The Verification Layer sits between credential holders (individuals) and credential requestors (institutions). It does not hold credentials. It verifies their validity. The architecture is: Credential Holder → Consent Engine → Verification Node → Institutional Confirmation.
Interoperability Design
NVI-004 is designed to connect with, not replace, existing institutional infrastructure. Banking systems, NHS records, housing management systems, court case management systems, and government databases do not need to be replaced. They need to be connected through a verification layer that speaks their language.
