Executive Summary

The SAFECHAIN™ Risk Appetite Framework™ (RISK-005) establishes a governance framework that enables organisations to define, communicate and manage the level of risk they are willing to accept in pursuit of their strategic objectives while maintaining legal compliance, safeguarding responsibilities and organisational resilience.

Every organisation accepts some degree of risk. However, without clearly defined risk appetite and tolerance levels, decision-making becomes inconsistent, accountability is weakened and governance maturity is compromised.

The SAFECHAIN™ Risk Appetite Framework™ provides a structured methodology for determining acceptable levels of risk, establishing escalation thresholds and supporting proportionate, evidence-based decision-making. It ensures that risk-taking aligns with organisational values, statutory duties and the protection of people, services and assets.

Why a Risk Appetite Framework Is Required

Many organisations identify and assess risks but fail to define:

  • how much risk is acceptable;

  • where risk tolerance begins and ends;

  • when escalation is required;

  • who has authority to accept risk;

  • how risk appetite supports strategic objectives.

Without a clearly articulated risk appetite:

  • governance decisions become inconsistent;

  • safeguarding risks may be accepted inappropriately;

  • strategic opportunities may be missed;

  • resources may be allocated inefficiently;

  • accountability becomes unclear.

The SAFECHAIN™ Risk Appetite Framework™ addresses these issues by embedding risk appetite within organisational governance and leadership.

Purpose

The Framework enables organisations to:

  • define acceptable levels of risk;

  • establish organisational risk tolerance;

  • support evidence-based decision-making;

  • strengthen governance accountability;

  • improve strategic planning;

  • protect safeguarding priorities;

  • improve consistency of leadership decisions;

  • strengthen organisational resilience;

  • improve board assurance;

  • support continuous governance improvement.

Vision

To establish a transparent and consistent approach to organisational risk appetite that balances opportunity, innovation, statutory responsibility and safeguarding through effective governance.

Core Principles

The Framework is founded upon twelve principles.

1. Governance-Led™

Risk appetite should be determined through governance, not operational convenience.

2. Strategic Alignment™

Risk appetite should support organisational purpose, mission and objectives.

3. Safeguarding Priority™

No level of risk appetite should compromise the protection of people.

4. Evidence-Based Decisions™

Risk acceptance should be supported by objective evidence and documented reasoning.

5. Accountability™

Only authorised decision-makers should approve significant risk acceptance.

6. Proportionality™

Risk tolerance should reflect the potential impact and organisational capability.

7. Transparency™

Risk appetite statements should be clearly documented and communicated.

8. Dynamic Review™

Risk appetite should evolve in response to changing circumstances.

9. Regulatory Compliance™

Risk appetite should remain consistent with statutory, regulatory and legal obligations.

10. Organisational Learning™

Lessons from incidents and audits should inform future risk appetite reviews.

11. Continuous Assurance™

Risk appetite should be monitored through governance and assurance mechanisms.

12. Public Confidence™

Responsible risk-taking strengthens trust in organisational leadership.

The SAFECHAIN™ Risk Appetite Model™

The Framework consists of eight governance domains.

Domain One — Strategic Risk Appetite

Defines acceptable levels of strategic risk associated with organisational growth, transformation and innovation.

Domain Two — Operational Risk Appetite

Determines acceptable operational risks while maintaining service quality and resilience.

Domain Three — Safeguarding Risk Appetite

Recognises that safeguarding risks require the lowest tolerance and the highest level of governance oversight.

Domain Four — Financial Risk Appetite

Defines acceptable financial exposure, investment risk and budgetary flexibility.

Domain Five — Legal & Regulatory Risk Appetite

Establishes minimal tolerance for unlawful, unethical or non-compliant activity.

Domain Six — Information & Cyber Risk Appetite

Defines acceptable levels of digital, cyber and information security risk.

Domain Seven — Reputational Risk Appetite

Determines acceptable reputational exposure and communication risk.

Domain Eight — Innovation Risk Appetite

Supports responsible innovation while maintaining governance assurance and organisational integrity.

Risk Appetite Levels™

The SAFECHAIN™ Framework establishes five standard appetite levels.

Level 1 — Risk Averse

Very low tolerance for risk.

Applied where:

  • safeguarding;

  • legal compliance;

  • health and safety;

  • human rights;

  • regulatory obligations.

Level 2 — Minimal Appetite

Limited willingness to accept risk.

Applied to:

  • operational continuity;

  • governance assurance;

  • information security.

Level 3 — Moderate Appetite

Balanced acceptance of managed risk.

Applied to:

  • service improvement;

  • organisational development;

  • performance enhancement.

Level 4 — Open Appetite

Greater willingness to accept calculated risk.

Applied to:

  • innovation;

  • research;

  • digital transformation.

Level 5 — Opportunity Seeking

Higher tolerance where benefits significantly outweigh manageable risks and governance controls remain effective.

Risk Appetite Decision Process™

The SAFECHAIN™ Risk Appetite Decision Process™ consists of ten stages.

  1. Define organisational objectives.

  2. Identify the risk.

  3. Assess likelihood and consequence.

  4. Evaluate alignment with organisational values.

  5. Determine applicable appetite level.
