PURPOSE
The SAFECHAIN™ Governance Map™ is the authoritative reference document describing how the SAFECHAIN™ ecosystem is organised.
Its purpose is to provide a clear constitutional structure for the architecture, methodologies, frameworks, governance controls and publication layers that comprise SAFECHAIN™.
The Governance Map™ does not replace the Foundational Architecture Index™.
The Index defines the architecture.
The Governance Map™ defines how the architecture is governed.
LEVEL 1 — FOUNDATIONAL ARCHITECTURE
The Foundational Architecture Index™ is the canonical architecture.
It contains the numbered papers, architecture layers, framework families and sector frameworks that form the intellectual foundation of SAFECHAIN™.
All architecture development must align to the Index.
Where conflict exists:
The Foundational Architecture Index™ prevails.
LEVEL 2 — REGISTER AUTHORITY
The SAFECHAIN™ Master Publication Register is the single source of truth for:
publication status;
framework status;
terminology status;
architecture alignment;
application tracking;
superseded-term control.
Where conflict exists:
The Register prevails.
LEVEL 3 — METHODOLOGY
The SAFECHAIN™ Methodology™ explains how the architecture is applied.
The Methodology does not create new architecture.
It operationalises existing architecture.
The Methodology governs:
analysis;
assessment;
application;
implementation.
LEVEL 4 — FRAMEWORKS
Frameworks translate architecture into structured models.
Frameworks include:
Foundational Frameworks;
Diagnostic Frameworks;
Accountability Frameworks;
Sector Frameworks;
Assessment Frameworks.
All frameworks must map back to the Foundational Architecture Index™.
LEVEL 5 — PUBLICATIONS
Publications demonstrate, explain and apply architecture.
These include:
The Directive™
Research, governance and applied analysis.
The Source™
Public understanding and translation.
White Papers
Policy and implementation work.
Research Papers
Architecture development.
LEVEL 6 — IMPLEMENTATION
Implementation occurs through:
Sector Framework Series™;
Institutional Pilots;
Training Programmes;
Assessment Tools;
Governance Audits.
This is the point at which architecture becomes operational.
GOVERNANCE PRINCIPLE
SAFECHAIN™ is governed through:
Architecture → Register → Methodology → Frameworks → Publications → Implementation
This sequence preserves consistency, accountability and architecture integrity.
CONCLUSION
The Governance Map™ establishes the constitutional hierarchy of the SAFECHAIN™ ecosystem.
It ensures that innovation remains connected to governance, governance remains connected to architecture, and architecture remains the foundation upon which all SAFECHAIN™ development is built.

Register Authority Principle™
The SAFECHAIN™ Master Publication Register is the authoritative source for framework status, terminology status, superseded-term control, architecture alignment and publication governance.
Where any conflict exists between draft materials, presentations, articles, framework papers, governance papers or public-facing publications, the Register position prevails.
