SAFECHAIN™ Framework Components

The SAFECHAIN™ architecture includes a range of interconnected safeguarding, governance, educational, and implementation frameworks.

These include:

Each component forms part of a broader intellectual property ecosystem designed to support safeguarding reform, governance improvement, and institutional implementation.

Licensing protects both the integrity of the framework and the organisations implementing it.

Licensing Pathways

SAFECHAIN™ offers three primary licensing pathways.

1. Evaluation Licence

SAFECHAIN™ Pilot Programme

The Evaluation Licence provides a limited, time-bound opportunity for organisations to assess the suitability of SAFECHAIN™ within their operational environment.

The Evaluation Licence is intended for:

  • local authorities;

  • police services;

  • NHS safeguarding teams;

  • universities;

  • housing providers;

  • charities;

  • legal organisations;

  • public-sector bodies.

The Evaluation Licence does not permit operational implementation.

Its purpose is assessment.

Evaluation Licence Includes

  • institutional readiness review;

  • leadership briefing session;

  • safeguarding governance assessment;

  • structural mapping exercise;

  • participation integrity review;

  • documentation continuity review;

  • compliance alignment assessment;

  • pilot evaluation report;

  • implementation recommendations.

Evaluation Licence Does Not Include

  • organisation-wide rollout;

  • staff-wide training delivery;

  • operational framework adoption;

  • public representation as a SAFECHAIN™ implementation partner;

  • integration into policy frameworks;

  • integration into operational procedures;

  • derivative model development.

The Evaluation Licence is exploratory only.

2. Institutional Implementation Licence

The Institutional Implementation Licence authorises approved organisations to implement defined SAFECHAIN™ frameworks within their operational environment.

This licence is suitable for:

  • local authorities;

  • police safeguarding units;

  • NHS organisations;

  • housing providers;

  • universities;

  • law firms;

  • barristers' chambers;

  • safeguarding charities;

  • public-sector partnerships.

Institutional Licence Includes

  • authorised framework implementation;

  • leadership implementation workshop;

  • designated staff training rights;

  • governance alignment support;

  • safeguarding audit review;

  • participation integrity implementation;

  • documentation continuity integration;

  • annual governance review;

  • implementation support materials.

Institutional Licence Conditions

Institutions must:

  • maintain implementation standards;

  • participate in governance reviews;

  • preserve framework integrity;

  • comply with intellectual property requirements;

  • avoid unauthorised modifications.

Implementation rights remain subject to licence terms.

Ownership remains with SAFECHAINN Ltd.

3. Enterprise Partnership Licence

The Enterprise Partnership Licence is designed for large-scale safeguarding environments involving multiple locations, agencies, or institutional partners.

Suitable organisations include:

  • national organisations;

  • government departments;

  • regional partnerships;

  • NHS Trusts;

  • multi-site housing providers;

  • national charities;

  • policing partnerships;

  • safeguarding boards.

Enterprise Licence Includes

  • multi-site deployment rights;

  • enterprise governance framework;

  • annual structural audit;

  • implementation review programme;

  • impact assessment framework;

  • leadership advisory support;

  • governance reporting structure;

  • safeguarding performance review.

Enterprise partnerships are tailored to organisational scale and complexity.

Who Requires a Licence?

A licence is required where an organisation intends to:

  • implement SAFECHAIN™ methodologies;

  • adopt Participation Integrity™ frameworks;

  • use Documentation Continuity™ protocols;

  • utilise PCV™ classifications;

  • deploy safeguarding trigger architecture;

  • train staff using SAFECHAIN™ materials;

  • incorporate SAFECHAIN™ models into policy;

  • represent itself as a SAFECHAIN™ implementation partner;

  • integrate SAFECHAIN™ governance systems operationally.

Intellectual Property Protection

SAFECHAIN™ represents significant intellectual and developmental investment.

All frameworks remain the exclusive property of SAFECHAINN Ltd.

Licensing grants limited rights of use.

It does not transfer ownership.

Prohibited Activities

Without written permission, organisations may not:

  • reverse engineer SAFECHAIN™ frameworks;

  • copy governance models;

  • reproduce methodologies;

  • create derivative systems;

  • adapt framework logic;

  • commercialise SAFECHAIN™ content;

  • extract safeguarding taxonomies;

  • replicate implementation models;

  • reproduce training programmes;

  • integrate SAFECHAIN™ architecture into proprietary software.

Any unauthorised use may constitute infringement of intellectual property rights.

Confidentiality Requirements

All pilot participants, implementation partners, and enterprise licensees must:

  • sign confidentiality agreements;

  • acknowledge intellectual property protections;

  • protect proprietary materials;

  • restrict access to authorised personnel;

  • maintain implementation confidentiality where required.

Materials provided under licence remain confidential unless otherwise agreed in writing.

Governance Oversight

SAFECHAIN™ implementation is supported through structured governance oversight.

This may include:

  • annual governance reviews;

  • implementation audits;

  • safeguarding alignment assessments;

  • participation integrity reviews;

  • compliance monitoring;

  • leadership consultation sessions.

The objective is to support consistent implementation while preserving organisational autonomy.

Post-Pilot Pathway

Following completion of an Evaluation Licence, organisations may:

Apply for Institutional Licensing

Progress toward operational implementation.

Apply for Enterprise Partnership

Progress toward larger-scale deployment.

Request Further Evaluation

Undertake additional assessment and readiness work.

Decline Further Participation

No further commitment is required following completion of the pilot.

Participation in a pilot does not guarantee implementation approval.

SAFECHAIN™ reserves the right to decline implementation licensing where readiness requirements are not met.

Research and Evaluation Rights

SAFECHAIN™ may utilise anonymised implementation data, evaluation findings, and governance insights for:

  • safeguarding research;

  • policy development;

  • academic publication;

  • framework improvement;

  • institutional learning.

No identifiable organisational information will be published without consent.

Legal Notice

SAFECHAIN™ licences constitute limited and revocable rights of use.

Licensing does not:

  • transfer ownership;

  • create partnership status;

  • imply regulatory approval;

  • confer accreditation authority;

  • authorise derivative development.

All intellectual property remains the property of SAFECHAINN Ltd.

Future Accreditation Pathway

SAFECHAIN™ intends to develop a structured accreditation pathway through the SAFECHAIN™ Institute.

Future accreditation may include:

  • practitioner certification;

  • leadership certification;

  • organisational accreditation;

  • SAFECHAIN™ Seal of Integrity designation;

  • advanced safeguarding governance recognition.

Participation in licensing programmes does not automatically confer accreditation.

Separate accreditation criteria will apply.
