Core Question

How should financial institutions verify vulnerability consistently across the financial ecosystem?

Purpose

Creates the financial-services implementation model, connecting banks, mortgage providers, insurers, pension providers and wealth managers.

The Financial Ecosystem Problem

Vulnerability within financial services is currently assessed institution by institution. A customer who is vulnerable within their bank may be assessed entirely differently by their mortgage provider, their insurer, their pension provider, or their wealth manager.

No common verification standard exists. No shared credential is recognised. No continuity of vulnerability understanding persists across the financial ecosystem.

Financial Vulnerability Verification™

Financial Vulnerability Verification™ proposes a verification standard for the financial ecosystem: a common framework through which vulnerability status verified by one financial institution can be recognised — with consent — by others.

This supports:

•       Consistent Consumer Duty delivery across the financial ecosystem

•       Reduced re-disclosure for vulnerable customers

•       Coordinated safeguarding responses across financial touchpoints

•       Earlier intervention before vulnerability becomes financial exclusion

Connected Institutions

The framework connects banks, mortgage providers, insurers, pension providers and wealth managers through a shared verification layer — not a shared database.

Regulatory Alignment

Financial Vulnerability Verification™ is designed to support and extend existing FCA Consumer Duty obligations, FCA vulnerability guidance, and the financial inclusion agenda — not to replace them.
