Pilot Objective
The SAFECHAIN™ National Pilot Programme proposes a controlled trial of institutional safeguarding coordination infrastructure.
The pilot aims to evaluate whether structured safeguarding signals improve:
• identification of abuse patterns
• financial disclosure transparency
• coordination between institutions.
Participating Institutions
The pilot would involve a limited number of institutions representing a typical safeguarding ecosystem.
Example participants:
• one family court jurisdiction
• one police safeguarding unit
• one NHS Trust
• one local authority safeguarding department
• one housing authority.
Technology Deployment
Each institution would operate a SAFECHAIN™ Connector, allowing safeguarding signals to be exchanged securely between participants.
Internal institutional systems remain unchanged.
Evaluation Metrics
The pilot would measure:
• time required to identify safeguarding risks
• number of cross-institution safeguarding signals detected
• reduction in repeated disclosure by vulnerable individuals
• procedural efficiency in complex proceedings.
Pilot Timeline
Total duration: 12 months
Phase 1 – System deployment (3 months)
Phase 2 – Operational testing (6 months)
Phase 3 – Evaluation and reporting (3 months)
Expected Outcomes
If successful, the pilot may demonstrate:
• improved safeguarding coordination
• earlier identification of abuse patterns
• improved financial transparency
• enhanced procedural fairness.
Results would inform future policy discussions regarding wider implementation.
