SAFECHAIN™ Organisational Readiness Assessment™
Publication Code: ASSESS-001
Version: 1.0
Publication Series: SAFECHAIN™ Assessment, Implementation & Organisational Capability Series™
Classification: Implementation Readiness & Organisational Assessment Framework
Executive Summary
The SAFECHAIN™ Organisational Readiness Assessment™ provides the formal methodology for determining whether an organisation is prepared to begin SAFECHAIN™ implementation.
Many governance and safeguarding programmes fail because organisations attempt implementation before they possess the necessary leadership commitment, governance structures, workforce capability, resources or organisational readiness.
The Readiness Assessment addresses this risk by evaluating whether the conditions required for successful implementation are in place.
It follows completion of the SAFECHAIN™ Institutional Diagnostic Framework™ (DIAGNOSTIC-001) and translates diagnostic findings into a structured assessment of implementation readiness.
Rather than asking whether an organisation wishes to improve, the Framework determines whether it is genuinely prepared to undertake sustainable institutional transformation.
Purpose
The Organisational Readiness Assessment™ aims to:
determine implementation readiness;
assess organisational capability;
identify barriers to successful implementation;
evaluate leadership commitment;
assess governance capacity;
identify resource requirements;
prioritise preparatory actions;
support evidence-based implementation planning.
Readiness Philosophy
SAFECHAIN™ adopts the principle:
Readiness Determines Success.™
Institutional transformation begins long before implementation.
Organisations that invest in preparation are significantly more likely to achieve sustainable governance improvement than those that attempt change without sufficient leadership, capability or organisational commitment.
The Readiness Assessment therefore measures preparedness rather than aspiration.
Framework Objectives
The Framework seeks to:
establish a structured readiness assessment;
identify organisational strengths and weaknesses;
determine implementation capability;
reduce implementation risk;
improve strategic planning;
align resources with priorities;
support phased implementation;
maximise the likelihood of successful adoption.
Relationship with the SAFECHAIN™ Implementation Lifecycle
The Readiness Assessment forms the second stage of the SAFECHAIN™ implementation methodology.

ScoreReadiness Level1Not Ready2Significant Preparation Required3Partially Ready4Ready5Fully Ready
Ratings should always be supported by evidence.
Readiness Classification™
Overall readiness should be classified as follows.
Level One
Not Ready™
Major governance, leadership or organisational weaknesses prevent implementation.
Implementation should not begin.
Level Two
Preparation Required™
The organisation demonstrates commitment but substantial preparatory work is necessary.
Implementation should be postponed until critical actions are completed.
Level Three
Ready for Pilot™
The organisation demonstrates sufficient capability to undertake a limited SAFECHAIN™ pilot programme.
Implementation should begin in a controlled environment.
Level Four
Ready for Implementation™
The organisation demonstrates the governance, leadership and operational capability required for structured implementation.
Level Five
Ready for Institutional Excellence™
The organisation demonstrates advanced readiness and is capable of becoming a model of SAFECHAIN™ implementation.
Evidence Sources™
