The framework rejects the assumption that the existence of a theoretical route out establishes meaningful freedom to leave.
Its governing proposition is:
The ability to leave is not measured by the existence of an exit. It is measured by whether the person has the practical, economic, housing, digital, social, family, legal, health and institutional capacity to survive using it.

326. Framework Statement
A door is not an exit merely because it can be opened. An exit becomes meaningful only when the person possesses sufficient practical capacity to cross the threshold safely and remain safely on the other side. Financial dependency, housing insecurity, digital exposure, responsibility for children or other dependants, disability, transport barriers, immigration dependency, social isolation, institutional fragmentation and the foreseeable consequences of separation can progressively reduce the range of realistic choices available to a person. ESCAPECAPACITY-001™ therefore rejects the simplistic interpretation of leaving as a single act of individual decision-making. It treats safe separation as a capacity question. The framework requires institutions to identify what leaving would require the person to risk, lose, finance, organise, replace, disclose, navigate or survive; determine which constraints and dependencies are preventing those conditions from being achieved; and test whether institutional intervention materially increases the person's practical freedom. Its governing proposition is that opportunity to leave is not capacity to leave, departure is not sustainable separation, and apparent choice should not be interpreted outside the conditions in which that choice was made. Safe exit exists only where sufficient conditions have been created not merely to leave, but to remain safely separated.
