Executive Summary
The SAFECHAIN™ International Partnership & Expansion Strategy™ establishes the strategic framework for the responsible international growth, adoption and governance of SAFECHAIN™.
Institutional challenges relating to safeguarding, governance, accountability, participation and organisational integrity are not confined to individual jurisdictions. While legal systems, regulatory structures and public institutions differ across countries, many organisations face similar challenges in coordinating services, managing risk, strengthening governance and protecting vulnerable people.
SAFECHAIN™ has been developed as an evidence-informed institutional framework capable of supporting organisational improvement across multiple sectors and jurisdictions. However, successful international adoption requires more than publication alone. It depends upon trusted partnerships, shared governance, professional collaboration and structured implementation that respects national legal frameworks, cultural contexts and operational environments.
This publication provides the strategic roadmap for establishing those partnerships.
It sets out the principles, governance arrangements and collaborative mechanisms through which SAFECHAIN™ may be implemented internationally while maintaining consistency, quality and institutional integrity. Purpose
The purpose of this publication is to establish a strategic framework for the international development, governance and sustainable expansion of SAFECHAIN™.
It provides guidance for developing collaborative partnerships that support responsible implementation while preserving the integrity, consistency and evidence base of the SAFECHAIN™ ecosystem.
The Strategy seeks to:
establish principles for international collaboration;
promote partnerships with governments, universities, regulators, professional bodies and civil society organisations;
support evidence-informed implementation across diverse jurisdictions;
encourage international research collaboration and knowledge exchange;
promote localisation while maintaining consistency with SAFECHAIN™ principles;

The Strategy recognises that institutional reform is strengthened through collaboration, transparency and the exchange of knowledge between organisations facing similar governance challenges across different legal, cultural and operational environments.
