A referral may be pending, an investigation may be ongoing, a court hearing may be months away, a housing decision may remain outstanding, a specialist assessment may be awaited or another agency may still need to act. None of those circumstances automatically protects the person experiencing the risk. INTERIMPROTECTION-001™ establishes the SAFECHAIN™ architecture for governing this institutional waiting space. It requires institutions to identify the pending process, assess the risk that exists while it remains unresolved, determine how long the existing protective architecture can safely sustain that risk, establish interim protection, allocate explicit ownership, monitor changing circumstances, identify protective deadlines, detect process stagnation, respond to expiry and dependency failure, reduce survivor process-chasing burden and ensure that temporary protection does not end before final protection becomes operational.
