Safeguarding should ultimately be judged by protective effect rather than institutional activity. An assessment, referral, safety plan, protective order, housing intervention, digital measure, enforcement response or multi-agency action may all be properly recorded and administratively complete while the underlying risk remains materially unchanged. PROTECTIVEEFFECTIVENESS-001™ establishes the SAFECHAIN™ architecture for testing what happens after protection becomes operational. It requires institutions to identify the mechanism through which risk operates, define the protective objective of an intervention, explain how the intervention is expected to disrupt that mechanism, establish whether the intervention actually reached its intended target, assess the resulting protective effect, identify residual risk, detect circumvention and risk displacement, examine unintended consequences, test sustainability and adapt the protective response where evidence shows that it is not working. The framework rejects assumed effectiveness and the substitution of procedural completion for safeguarding outcome. Its governing proposition is that the existence of protection in an institutional record is not sufficient: institutions should be capable of demonstrating whether that protection changed the actual conditions of risk.
