SAFECHAIN™ is an innovation and policy initiative dedicated to strengthening safeguarding systems through coordinated institutional infrastructure, trauma-informed practice, and survivor-centred reform.The initiative explores how institutions such as courts, police services, healthcare providers, housing authorities, charities, and regulators can collaborate more effectively to recognise patterns of harm and respond with accountability and care.SAFECHAIN™ combines research, technology architecture, professional training, and survivor empowerment to address one of the most significant structural challenges in safeguarding systems today: institutional fragmentation.

The Origin of SAFECHAIN™

SAFECHAIN™ emerged from lived experience navigating multiple safeguarding institutions simultaneously.Through interactions with courts, legal processes, housing systems, healthcare providers, and support services, a recurring pattern became visible: systems designed to protect vulnerable individuals often operate independently rather than collectively.As a result, critical safeguarding information may remain isolated within individual institutions, leaving survivors to repeatedly explain their circumstances while attempting to navigate complex bureaucratic processes.These observations inspired the development of SAFECHAIN™ as a framework for institutional coordination and systemic reform.

The Problem: Institutional Fragmentation

Safeguarding systems frequently involve multiple institutions, including:• police services

• charities and advocacy organisations.While each institution carries legitimate responsibilities, the absence of coordinated infrastructure can result in:• fragmented safeguarding records
• repeated trauma disclosure

• limited institutional accountability.SAFECHAIN™ explores how safeguarding systems can evolve to address these structural challenges.

The SAFECHAIN™ Solution

SAFECHAIN™ proposes a coordinated safeguarding infrastructure designed to support secure collaboration between institutions while protecting individual rights and dignity.The framework consists of four core components.

Trust Infrastructure

A secure framework that verifies institutional identity and ensures that only authorised organisations participate within the safeguarding network.

Connector Architecture

Each participating institution operates a SAFECHAIN™ connector that allows safeguarding events to be recorded, verified, and shared with authorised partners.This architecture enables institutions to maintain their own systems while participating in a coordinated safeguarding ecosystem.

Event Taxonomy

SAFECHAIN™ introduces a structured language of safeguarding events that enables institutions to recognise patterns of harm across organisational boundaries.

Institutional Coordination

By linking safeguarding signals across participating institutions, SAFECHAIN™ aims to improve response times, accountability, and systemic awareness.

Policy & Research

SAFECHAIN™ publishes research exploring safeguarding governance, institutional reform, and trauma-informed systems design.Research outputs include:• policy papers

Founder

SAFECHAIN™ was founded by Samantha Avril-Andreassen, a writer, researcher, and safeguarding reform advocate.Her work focuses on the intersection of lived experience, institutional systems, and the development of trauma-informed safeguarding infrastructure.Samantha is the author of several books exploring trauma recovery, resilience, and systemic reform, including:• Silent Screams, Loud Strength
