Sector: Victim & Witness Governance

Executive Summary

Victims and witnesses are central to the administration of justice.

Without their participation, many investigations cannot proceed, prosecutions cannot be sustained and courts cannot determine cases fairly.

Yet involvement in the justice system can itself become a source of harm.

Victims and witnesses frequently encounter multiple organisations, repeated disclosure of traumatic experiences, fragmented communication, inconsistent safeguarding, procedural complexity and prolonged uncertainty.

These challenges are often systemic rather than individual.

They reflect the governance of the justice system rather than the actions of a single organisation.

The SAFECHAIN™ Victim & Witness Governance Framework™ establishes a comprehensive governance methodology for protecting victims and witnesses throughout the justice journey by embedding participation, safeguarding, trauma-informed governance, multi-agency coordination and continuous improvement across every stage of the process.

The Framework recognises that protecting victims and witnesses is not solely a safeguarding responsibility.

It is a governance responsibility shared across the justice system.
