Survivor Privacy by Design™

SAFECHAIN™ Digital Governance Series

Framework Purpose

Survivor Privacy by Design™ establishes a governance framework for embedding privacy, dignity, safety and survivor autonomy into the design, implementation and management of digital systems, services and information.

The framework recognises that privacy is not simply an information governance obligation but a fundamental safeguarding principle that protects individuals from further harm, coercion, exploitation and re-traumatisation.

Framework Definition

Survivor Privacy by Design™ is the intentional integration of survivor-centred privacy, confidentiality and safeguarding principles throughout the lifecycle of digital products, information systems and organisational processes.

The Governance Challenge

Survivors increasingly interact with digital systems when accessing:

  • healthcare;

  • policing;

  • family justice;

  • criminal justice;

  • housing;

  • financial services;

  • education;

  • charities;

  • advocacy organisations;

  • public services.

Poorly designed digital systems can unintentionally expose survivors to additional risk through:

  • unnecessary data collection;

  • inappropriate information sharing;

  • location disclosure;

  • insecure communications;

  • fragmented privacy controls;

  • repeated disclosure of traumatic experiences;

  • unauthorised access;

  • digital surveillance by perpetrators.

Survivor Privacy by Design™ provides a governance framework that places safety, dignity and informed control at the centre of digital service design.

Organising Principle

Privacy is not merely the protection of information. For survivors, privacy is often the protection of safety, dignity, autonomy and recovery.
