Digital Safeguarding Maturity Model™
SAFECHAIN™ Digital Governance Series
Framework Purpose
The Digital Safeguarding Maturity Model™ provides organisations with a structured governance framework for evaluating, strengthening and continuously improving their digital safeguarding capability.
The model enables organisations to assess how effectively digital governance, safeguarding, technology, leadership and organisational culture work together to identify, manage and reduce digital risks affecting children, adults at risk, victims, survivors, employees and service users.
Rather than measuring digital capability alone, the framework evaluates an organisation's ability to deliver safe, accountable and human-centred digital services.
Framework Definition
Digital Safeguarding Maturity Model™ is a governance maturity framework that enables organisations to measure, benchmark and continuously improve the integration of safeguarding principles within digital strategy, leadership, technology, governance and operational practice.
The Governance Challenge
Organisations increasingly rely on digital systems to deliver essential services, make decisions, manage sensitive information and engage with the public.
However, digital transformation frequently advances faster than safeguarding governance.
Common organisational challenges include:
inconsistent safeguarding governance;
fragmented digital policies;
limited leadership oversight;
weak accountability;
poor information sharing;
insufficient privacy protections;
technology implemented without safeguarding impact assessment;
inconsistent digital risk management;
limited workforce capability;
reactive rather than preventative governance.
The Digital Safeguarding Maturity Model™ provides a structured pathway for organisations to evaluate current capability and implement continuous improvement.
Organising Principle
Digital maturity is not measured by the sophistication of technology, but by the organisation's ability to protect people through responsible digital governance.
