Core Question
How can income, employment and financial status be verified without requiring repeated disclosure of sensitive records?
Purpose
Explores future integration with HMRC, PAYE systems and self-employment verification — a major public-sector and banking application.
The Income Verification Problem
Vulnerable people are frequently required to produce income evidence at multiple points in their vulnerability pathway — to apply for housing, to demonstrate affordability, to access benefits, to support court proceedings, to obtain financial support.
Each request requires the same underlying evidence. Each request requires re-disclosure. Each request creates delay, distress and procedural disadvantage.
Trusted Income Verification™
Trusted Income Verification™ proposes HMRC-integrated, consent-based income verification. Where an individual consents, HMRC can confirm income and employment status directly to a requesting institution — without the individual being required to produce payslips, employment letters, tax returns, or benefit statements.
PAYE and Self-Employment Integration
The architecture explores future integration with:
• HMRC Real Time Information (RTI) — PAYE income verification
• Self Assessment records — self-employment income verification
• Universal Credit payment records — benefit income verification
• HMRC employment history — continuity of employment verification
Applications
Trusted Income Verification™ has applications in banking affordability assessment, mortgage affordability, housing benefit calculation, court financial disclosure, and social care charging — making it one of the broadest-impact papers in the NVI series.
