Executive Summary
Children have a legal and moral right to participate in decisions that affect their lives. Yet, across safeguarding, education, healthcare, family justice and public services, participation is too often reduced to consultation rather than meaningful influence.
Children may be asked for their views without understanding the process, without receiving accessible information, without feeling psychologically safe to speak, or without seeing how their views influenced the final decision.
Participation that exists only on paper is not meaningful participation.
The Child Participation Integrity Framework™ establishes a governance model that measures not whether a child was merely heard, but whether participation was informed, voluntary, safe, inclusive, evidence-based and demonstrably capable of influencing decision-making.
The framework positions participation as a measurable governance standard rather than a procedural requirement.
