Executive Summary
School attendance is often treated as a numerical performance measure. In reality, attendance is one of the earliest and most valuable indicators of a child's safety, wellbeing, engagement and vulnerability.
Persistent absence, irregular attendance, repeated lateness, unexplained non-attendance and sudden changes in attendance patterns may indicate safeguarding concerns including abuse, neglect, domestic abuse, coercive control, child exploitation, bullying, mental ill-health, poverty, homelessness, unmet special educational needs, family instability or emotional distress.
The School Attendance and Vulnerability Intelligence Framework™ establishes attendance as a safeguarding intelligence function rather than simply an educational performance metric.
