Executive Summary
Higher education institutions are places of learning, research, innovation and personal development. They are also environments where students may experience safeguarding risks that extend beyond traditional academic concerns, including sexual misconduct, harassment, discrimination, coercive control, stalking, exploitation, financial abuse, mental health crises, online harm, radicalisation, hate crime, accommodation-related risks, and serious welfare concerns.
Universities have legal, ethical and governance responsibilities to provide safe learning environments while respecting students' autonomy, rights and freedoms.
The Higher Education Safeguarding Governance Framework™ establishes a comprehensive governance model that embeds safeguarding within institutional leadership, operational decision-making, student participation, risk management and organisational assurance.
The framework positions safeguarding as an institutional governance function rather than a discrete student support service.
Purpose
The Framework enables higher education institutions to:
