Executive Summary
Community safety extends beyond crime reduction. Safe communities are created through the identification, prevention and reduction of vulnerability before harm escalates into crisis.
Communities experience overlapping risks including domestic abuse, child exploitation, antisocial behaviour, serious violence, homelessness, mental ill-health, substance misuse, hate crime, online harm, radicalisation, financial exploitation, modern slavery and social isolation. These risks rarely exist independently and frequently affect the same individuals, families and neighbourhoods.
Traditional community safety models often respond to incidents after they occur. The Community Safety Vulnerability Governance Framework™ shifts the focus from incident response to vulnerability-led governance, enabling organisations to identify emerging risks, coordinate intelligence and deliver earlier, more effective interventions.
The framework positions vulnerability as a strategic governance priority and community safety as a shared responsibility across public services, voluntary organisations and local communities.
