Executive Summary
Local authorities hold a unique position within public protection systems. They are responsible for coordinating and delivering essential services that support some of society's most vulnerable individuals and communities.
Across housing, children's services, adult social care, public health, education, community safety, homelessness, domestic abuse services and safeguarding partnerships, local authorities hold critical information about vulnerability, risk and need.
However, vulnerability rarely exists within a single service boundary.
A child experiencing neglect may also experience housing instability, educational disruption and health concerns. An adult facing domestic abuse may also experience financial hardship, homelessness, mental health challenges and social isolation. A community experiencing deprivation may experience interconnected risks requiring coordinated governance.
