299. Framework Statement
Survivor participation is essential to good safeguarding, but participation should not become the mechanism through which institutions transfer the work of protection back onto the person experiencing the risk. PROTECTIVEBURDEN-001™ establishes the SAFECHAIN™ architecture for identifying that distinction. It examines who reports, who preserves evidence, who coordinates agencies, who chases referrals, who monitors breaches, who escalates failures, who corrects records, who implements safety measures and who ensures the system continues to move. It recognises that each individual requirement may appear reasonable while their cumulative effect may become excessive, particularly during periods of crisis, separation, homelessness, financial instability, digital compromise or repeated institutional failure. The framework therefore treats survivor capacity as a finite safeguarding resource. It rejects the assumption that a survivor's willingness to engage demonstrates unlimited ability to perform institutional tasks, that persistent survivors prove systems are functioning, or that the presence of an advocate cures underlying fragmentation. Its governing proposition is that the survivor should contribute what only the survivor can uniquely contribute—lived-risk intelligence, preference, consent and informed choice—while institutions retain responsibility for the functions that require institutional authority, coordination, continuity and accountability. The ultimate test is whether protection would continue to function if the survivor stopped chasing the system.
