Safeguarding is temporal. Risk develops in time, protective opportunities exist in time, and institutional interventions derive part of their protective value from when they occur. PROTECTIVEDELAY-001™ therefore moves safeguarding governance beyond the question of whether an institution eventually completed an action and asks when effective protection actually became operational. It distinguishes administrative time from safeguarding time, the institutional clock from the risk clock, a decision from implementation, referral from protection and eventual action from timely action.
