THE THRESHOLD™

Integrated Within SAFECHAIN™ Safeguarding Infrastructure

SAFECHAIN™ is a compliance-overlay safeguarding integrity platform designed to operate alongside existing UK public sector systems without replacing them. It converts safeguarding obligations into structured operational checkpoints, generates immutable audit trails, and provides cross-agency compliance visibility.

THE THRESHOLD™ is the survivor-facing stabilisation, education, and safeguarding entry programme embedded within SAFECHAIN™.

Together, they form:

• A structured safeguarding identity
• A cross-agency compliance log
• A trauma-informed education pathway
• A court-ready documentation generator
• A physiological stabilisation framework

1. SYSTEM OVERVIEW

SAFECHAIN™ operates as:

• A permissioned safeguarding ledger
• A compliance-checkpoint engine
• A cross-agency visibility dashboard
• A survivor-controlled safeguarding account
• An immutable audit structure

It does not replace police systems, NHS records, court files, or housing databases.

It overlays them.

2. SURVIVOR ACCOUNT CREATION

Step 1: Secure Registration

The survivor creates an account on SAFECHAIN™.

Account creation includes:

• Identity verification (proportionate safeguarding standard)
• Secure multi-factor authentication
• Consent declaration for inter-agency safeguarding visibility

Step 2: Safeguarding Token Allocation

Upon verification, the survivor is issued:

A Unique SAFECHAIN™ Safeguarding Token (SST-ID)

This token:

• Acts as a cross-agency safeguarding reference
• Links all safeguarding interactions
• Enables checkpoint logging
• Protects identity while allowing compliance visibility

The token does not expose personal data publicly.
It functions as a permissioned safeguarding anchor.

3. SURVIVOR SAFEGUARDING PROFILE

The survivor completes a structured intake profile including:

A. Alleged Abuser Details

• Name
• Relationship
• Known risk indicators
• Police reference numbers (if any)

B. Children

• Names
• Dates of birth
• Schools or nurseries
• Special educational needs (if applicable)

C. Housing Status

• Owner-occupied
• Private rental
• Council housing
• Temporary accommodation
• Homeless / at risk

D. Health and Medical

• GP / NHS trust
• Mental health services
• Therapy support
• Medication (optional disclosure)

E. Court Proceedings

• Case numbers
• Court location
• Active orders
• Non-molestation orders
• Child arrangements orders

This creates a structured safeguarding map.

4. CROSS-AGENCY INTEGRATION MODEL

Once consent is activated, agencies interacting with the survivor can:

• Input actions taken
• Log safeguarding decisions
• Upload court orders
• Record police incident updates
• Add social services assessments
• Upload housing actions
• Confirm GP safeguarding referrals

Each update:

• Is time-stamped
• Generates a checkpoint verification
• Creates an immutable audit entry
• Triggers compliance visibility markers

Agencies include:

• Police
• NHS / GP
• Social Services
• CAFCASS
• Housing Departments
• Family Courts

Example Checkpoint

Police log a domestic abuse call.

SAFECHAIN™ triggers:

• Safeguarding risk review checkpoint
• Children impact visibility alert
• Housing vulnerability flag
• NHS safeguarding prompt

If no follow-up is logged within statutory timeframe,
a compliance alert activates internally.

5. THE THRESHOLD™ COURSE

THE THRESHOLD™ is the survivor stabilisation programme embedded inside the SAFECHAIN™ dashboard.

It is mandatory upon account activation.

Purpose:

To help survivors understand the physiological and psychological effects of trauma so they can:

• Understand fight, flight, freeze, fawn, fog
• Recognise nervous system dysregulation
• Understand why memory may fragment
• Understand why speech shuts down
• Recognise trauma triggers
• Build body-based language
• Stabilise before court or police interviews

THE THRESHOLD™ Core Modules

Module 1: The Nervous System

Understanding survival states.

Module 2: Fight / Flight / Freeze / Fawn / Fog

How trauma responses affect communication.

Module 3: Trauma and Language Loss

Why survivors struggle to articulate abuse.

Module 4: Institutional Triggers

How police, courtrooms, social services, and housing processes can re-trigger trauma.

Module 5: Court Preparedness

Physiological grounding before hearings.

Module 6: Stabilisation Practices

• Breathwork
• Somatic regulation
• Structured journaling
• Trauma-informed yoga
• Safe therapy pathways
• Non-conventional stabilisation (where appropriate)

Completion status is logged within SAFECHAIN™.

6. DASHBOARD STRUCTURE

The SAFECHAIN™ Survivor Dashboard includes:

1. Safeguarding Status Panel

• Active cases
• Court dates
• Risk markers
• Agency activity

2. Compliance Tracker

Shows:
• Police response logged
• Social services review completed
• Housing assessment updated
• GP referral confirmed

3. Document Vault

Secure upload of:
• Court bundles
• Evidence
• Photographs
• Medical letters
• Witness statements

One-click generation of:

Court-Ready Safeguarding Bundle

Structured chronologically and checkpoint-verified.

7. TRIGGER INTELLIGENCE ENGINE

SAFECHAIN™ integrates a structured Trigger Recognition Model.

When survivors log experiences, the system:

• Detects trauma indicators
• Flags institutional re-triggering
• Identifies escalation risk
• Suggests appropriate services

Example:

If survivor logs:
“Police interview caused shutdown.”

System suggests:
• Nervous system stabilisation module
• Referral to trauma-informed advocate
• Court communication adjustment request

8. COMPLIANCE-OVERLAY MODEL

SAFECHAIN™ operates under the following principles:

• Does not interfere with judicial reasoning
• Does not override agency authority
• Does not replace statutory systems
• Converts safeguarding duties into structured checkpoints
• Generates immutable audit trails
• Enables compliance transparency

It aligns with:

• Human Rights Act 1998 (Articles 6 & 8)
• Equality Act 2010 (Public Sector Equality Duty)
• Domestic Abuse Act 2021
• Natural Justice principles
• Macpherson institutional accountability standards

9. IMMUTABLE AUDIT STRUCTURE

Each action:

• Time stamped
• Agency tagged
• Token linked
• Encrypted
• Non-editable post-confirmation

Amendments are version-controlled.

No deletion.
Only layered update.

10. COURT BUNDLE GENERATION

The system automatically compiles:

• Police logs
• Medical notes (consented)
• Social services entries
• Housing records
• Court directions
• Survivor statements
• THRESHOLD™ completion certificate

Output formats:

• PDF bundle
• Chronological index
• Evidence summary
• Compliance map

11. SAFEGUARDING OUTCOME PATHWAY

SAFECHAIN™ aims to:

• Prevent survivors slipping through cracks
• Prevent procedural trauma-blindness
• Ensure safeguarding precedes enforcement
• Provide physiological stabilisation before adversarial proceedings
• Convert safeguarding obligations into operational checkpoints

12. SYSTEM PRINCIPLES

SAFECHAIN™ operates on five pillars:

  1. Safeguarding First

  2. Compliance Visibility

  3. Cross-Agency Integrity

  4. Survivor Stabilisation

  5. Immutable Accountability
