SAFECHAIN™ is committed to developing safeguarding systems that strengthen institutional responsibility, protect vulnerable individuals, and support the integrity of multi-agency safeguarding environments.

SAFECHAIN™ operates through a governance structure designed to support institutional integrity, ethical oversight, and interdisciplinary collaboration. The framework recognises that safeguarding reform requires contributions from law, health, policing, academia, technology, and lived-experience leadership.

The SAFECHAIN™ governance model is intentionally designed to evolve as institutional partnerships expand.

Samantha Avril-Andreassen

Founder – SAFECHAIN™

SAFECHAIN™ was founded by Samantha Avril-Andreassen, a legal scholar, safeguarding advocate, and author whose work focuses on strengthening structural coherence across safeguarding systems.

Her work sits at the intersection of:

  • safeguarding governance

  • institutional accountability

  • trauma-informed legal practice

  • human rights protection

  • procedural integrity in multi-agency environments

SAFECHAIN™ was developed through a combination of legal research, policy analysis, and lived-experience insight, identifying structural weaknesses in the way safeguarding responsibilities are currently distributed across institutions.

The SAFECHAIN™ framework introduces a governance spine for safeguarding interoperability, designed to support:

• documentation continuity
• inter-agency protocol mapping
• safeguarding accountability alignment
• structured safeguarding hand-off procedures
• trauma-informed procedural safeguards

The framework aligns with existing legal and regulatory standards including:
