A National Benchmark for Safeguarding System Integrity

Purpose

The SAFECHAIN™ Safeguarding Index is a national benchmarking framework designed to measure how effectively safeguarding systems operate across institutional environments.

The index provides a structured way to assess safeguarding environments across sectors such as:

• policing
• courts and legal services
• healthcare
• housing authorities
• social care
• safeguarding charities.

By translating safeguarding governance into measurable indicators, the index aims to support policy transparency and institutional accountability.

Core Dimensions of the SAFECHAIN™ Index

The index evaluates safeguarding environments across five structural pillars.

1. Institutional Coordination

Measures how effectively safeguarding institutions communicate and cooperate when responding to complex safeguarding cases.

Indicators may include:

• existence of inter-agency safeguarding protocols
• effectiveness of referral pathways
• cross-agency safeguarding training initiatives.

2. Documentation Continuity

Evaluates whether safeguarding records remain consistent and traceable across institutional systems.

Indicators may include:

• documentation standards across agencies
• accessibility of safeguarding case histories
• traceability of safeguarding decisions.

3. Trauma-Informed Professional Practice

Assesses how well professionals across sectors recognise and respond to trauma-related behaviours.

Indicators may include:

• trauma-informed training programmes
• professional guidance frameworks
• institutional awareness of trauma communication challenges.

4. Safeguarding Accountability

Examines how clearly institutions define responsibility for safeguarding decisions.

Indicators may include:

• safeguarding governance structures
• oversight and review mechanisms

5. System Learning and Reform

Evaluates whether safeguarding institutions engage in continuous learning and systemic improvement.

Indicators may include:

• safeguarding review processes

Index Scoring Model

Institutions or sectors may be evaluated using a five-level scale.

Level 1 – Fragmented Safeguarding Environment
Level 2 – Developing Safeguarding Coordination
Level 3 – Structured Safeguarding Governance
Level 4 – Integrated Safeguarding Systems
Level 5 – Leading Safeguarding Integrity Framework

The purpose of the index is not to rank institutions competitively but to encourage systemic improvement and transparency.
