A Forensic Accountability Protocol for Systemic Justice

THE S.A.F.E. C.H.A.I.N.™ DECLARATION OF FORENSIC ACCOUNTABILITY

Title:

Legal Preamble & Protocol for Systemic Justice

1. FOUNDATIONAL DOCTRINE

This protocol is grounded in the established legal principle:

Fraus omnia corrumpit — “Fraud unravels everything.”

Within financial remedy proceedings, the duty of full and frank disclosure under Section 25 of the Matrimonial Causes Act 1973 is fundamental.

Where a financial settlement or court order may have been influenced by:

  • material non-disclosure

  • misrepresentation of financial position

  • concealment of assets (including through corporate or indirect structures)

  • or the omission of relevant safeguarding or medical evidence

the integrity of that outcome may be called into question and may warrant further scrutiny in accordance with legal principles.

2. THE S.A.F.E. C.H.A.I.N.™ PROTOCOL

The S.A.F.E. C.H.A.I.N.™ Framework establishes a structured, cross-system approach defined as:

S — Safety

Recognition and prioritisation of physical and psychological protection, including the impact of coercive or controlling behaviour.

A — Accountability

Ensuring that all parties are assessed against verifiable evidence, without undue reliance on status, position, or perceived credibility.

F — Flow

Facilitating the effective movement of relevant evidence between institutions to reduce fragmentation.

E — Equality

Supporting the fair application of statutory principles, including those under Section 25, to ensure balanced consideration of needs and resources.

C — Continuity

Recognising patterns across time, including prior proceedings, repeated litigation behaviours, or structural consistencies.

H — Health

Ensuring appropriate consideration of medical and psychological evidence, including trauma and vulnerability.

A — Access

Promoting meaningful access to justice, particularly where there is disparity in legal resources or representation.

I — Integration

Encouraging alignment between agencies, including financial, legal, and safeguarding bodies, to support accurate and complete assessment.

N — Navigation

Providing structured pathways through complex legal and institutional systems to support clarity and procedural fairness.

3. OPERATIONAL CONSIDERATIONS

The Framework highlights the importance of coordination across systems, including:

  • Property and Asset Safeguards
Consideration of mechanisms (e.g. notices or restrictions) to preserve assets pending resolution

  • Corporate and Financial Transparency
Examination of business structures and financial arrangements where relevant to disclosure

  • Safeguarding Integration
Inclusion of relevant information from Police, Social Services, and medical professionals where appropriate

  • Housing and Welfare Impact
Recognition of situations where asset classification may affect access to housing or support

4. PURPOSE

This protocol is designed to:

  • identify patterns of concern in financial and safeguarding contexts

  • support improved evidential integration

  • inform policy development and system reform

  • enhance accountability and transparency

5. CONCLUSION

The S.A.F.E. C.H.A.I.N.™ Framework is a forensic accountability protocol.

It is intended to:

  • support the identification of potential inconsistencies

  • highlight structural gaps between institutions

  • and promote fair, evidence-based outcomes
