SAFECHAIN™ Safeguarding Index
Benchmarking Institutional Protection Systems
Overview
The SAFECHAIN™ Safeguarding Index is a benchmarking tool designed to evaluate the overall strength of safeguarding systems across institutions and sectors.
The index measures institutional performance across key safeguarding domains and provides comparative analysis between organisations.
Index Domains
The index evaluates safeguarding systems across six primary domains:
1 Institutional Governance
2 Safeguarding Detection Capability
3 Inter-Agency Coordination
4 Trauma-Informed Practice
5 Procedural Integrity
6 Accountability and Oversight
Measurement Framework
Each domain is assessed through a combination of:
• policy review
• procedural analysis
• safeguarding outcomes
• institutional transparency
Scores across these domains contribute to an overall safeguarding index rating.
Index Ratings
Institutions may receive one of the following ratings:
Safeguarding Developing
Safeguarding Established
Safeguarding Advanced
Safeguarding Leading
Policy Relevance
The SAFECHAIN™ Safeguarding Index enables policymakers, regulators, and safeguarding organisations to identify structural strengths and weaknesses within institutional protection systems.
It also provides a framework for evidence-based safeguarding reform.
SAFECHAIN™ National Safeguarding Architecture Model
Concept
The SAFECHAIN™ National Safeguarding Architecture Model proposes a structural framework designed to strengthen safeguarding coordination across institutional systems.
The model emphasises the importance of governance alignment, documentation continuity, and cross-agency coordination.
Structural Layers
Layer 1: Individual Safeguarding Contact Points
These include institutions where individuals may first seek assistance:
• police
• healthcare providers
• housing authorities
• social services
• legal representatives
Layer 2: Institutional Safeguarding Systems
Each institution maintains its own safeguarding protocols and documentation processes.
However, these systems often operate independently.
Layer 3: Inter-Agency Coordination Layer
This layer focuses on mechanisms that enable institutions to share safeguarding information and coordinate risk assessment.
Examples include:
• referral pathways
• safeguarding boards
• inter-agency protocols
Layer 4: Governance Oversight Layer
Oversight structures provide accountability for safeguarding performance.
These may include:
• regulators
• safeguarding boards
• institutional review bodies
Layer 5: National Safeguarding Intelligence Layer
The final layer involves national analysis of safeguarding data to identify systemic risks and emerging patterns of harm.
Objective
The SAFECHAIN™ architecture model aims to strengthen safeguarding systems by improving:
• coordination between institutions
• documentation continuity
• accountability structures
Conclusion
Safeguarding systems are complex and multi-layered. Effective protection requires governance structures capable of integrating institutional processes into a coherent safeguarding framework.
The SAFECHAIN™ National Safeguarding Architecture Model provides a conceptual foundation for strengthening this coordination.
