Each year in October, during Domestic Abuse Awareness Month, SAFECHAIN™ hosts the SAFECHAIN™ Masquerade — a gathering dedicated to remembrance, reflection, and the ongoing work of strengthening safeguarding systems.
The Masquerade is not a social event in the traditional sense. It is a moment of collective reflection that brings together survivors, professionals, policymakers, and supporters who share a commitment to addressing domestic abuse and the systemic failures that can allow it to persist.
The gathering recognises that domestic abuse is not only a private tragedy, but a societal issue that requires institutional awareness, professional responsibility, and meaningful reform.
Why the Masquerade Exists
Domestic abuse leaves profound and lasting impacts on individuals, families, and communities.
For many survivors, the harm experienced is compounded when institutions fail to recognise patterns of abuse or respond with sufficient coordination and understanding.
The SAFECHAIN™ Masquerade exists to create space for acknowledging these realities.
It is an opportunity to bring together voices from across society — survivors, professionals, policymakers, advocates, and community members — to reflect on the human cost of domestic abuse and the responsibility institutions carry in responding to it.
Candlelight Remembrance
A central moment of the SAFECHAIN™ Masquerade is the Candlelight Remembrance.
During this moment, candles are lit to honour those who have lost their lives, their safety, or their dignity as a result of domestic abuse, coercion, manipulation, and systemic blindness.
Each candle represents a life.
Each candle represents a story that mattered.
The act of remembrance serves as a quiet but powerful reminder that safeguarding systems must never lose sight of the human lives they are designed to protect.
Awareness and Accountability
While the Masquerade is a moment of reflection, it also carries a broader purpose.
Domestic Abuse Awareness Month offers an opportunity to bring greater visibility to the realities of abuse and to encourage continued dialogue about how safeguarding systems can improve.
The SAFECHAIN™ Masquerade aims to contribute to that dialogue by highlighting the importance of:
trauma-informed institutional practice
coordinated safeguarding responses
professional accountability within legal and safeguarding systems
stronger protection pathways for vulnerable individuals.

Annual Justice & Participation Dinner
(SAFECHAIN™ Masquerade)
Held each October during Domestic Abuse Awareness Month, the Justice & Participation Dinner is an invitation-led professional forum bringing together senior representatives from:
• Legal practice
• Local authority safeguarding teams
• Housing and social services
• HR and workplace compliance
• Policy and parliamentary offices
• Academic institutions
The event provides a structured space to examine:
• Participation impairment in adversarial environments
• Misinterpretation risk within domestic abuse litigation
• Safeguarding compliance gaps
• Cross-sector documentation continuity
• Policy alignment between legal and social systems
The Dinner is not a fundraising gala in the traditional sense.
It is a professional convening event with defined policy objectives.
A portion of proceeds supports SAFECHAIN™ Empowerment Scholarships for individuals rebuilding after domestic abuse.

Winchester Participation Integrity Working Group
Implementation-Focused Policy Forum
The Winchester Participation Integrity Working Group is a small, structured, invitation-led professional body established to examine safeguarding implementation challenges within domestic abuse environments.
Membership is limited to ensure focused, productive engagement.
The Working Group aims to:
• Identify practical safeguarding barriers
• Develop structured implementation recommendations
• Examine participation impairment risks
• Support procedural fairness alignment
• Encourage defensible safeguarding documentation practices
The Working Group does not replace statutory bodies.
It functions as an independent professional forum for structured dialogue and implementation advancement.
