1. Purpose

This document sets out the formal pathway for institutional adoption of the SAFECHAIN™ Compliance Overlay Framework.

SAFECHAIN™ is a proprietary governance architecture operated by:

SAFECHAIN™ is not a public-use framework.
Institutional implementation requires licence.

2. Licensing Tiers

Tier 1 – Evaluation Licence (Pilot Only)

  • 90-day access

  • Limited dashboard review

  • Non-transferable

  • No institutional embedding permitted

  • No training replication

Purpose: Structural readiness assessment only.

Tier 2 – Institutional Implementation Licence

Includes:

  • Authorised dashboard deployment

  • Leadership implementation session

  • Documentation architecture integration

  • PCV™ classification usage rights

  • Safeguarding trigger mapping protocol

  • Limited internal staff training rights

Restrictions:

  • No resale

  • No third-party training

  • No derivative framework creation

Tier 3 – Enterprise Compliance Partnership

Includes:

  • Multi-site deployment

  • Annual structural audit

  • Governance review cycle

  • Senior leadership oversight programme

  • Annual compliance impact report

Requires:

  • Formal contract

  • Data handling agreement

  • Compliance review structure

3. Intellectual Property Conditions

All SAFECHAIN™ frameworks remain the exclusive property of SAFE-CHAIN™ Ltd.

Licensing grants usage rights only.
Ownership does not transfer.

Institutions may not:

  • Reverse engineer classification systems

  • Replicate PCV™ models

  • Extract trigger architecture

  • Embed methodology into proprietary IT systems without written consent

4. Data & Implementation Boundary

SAFECHAIN™:

  • Does not store survivor case data

  • Does not replace statutory case management systems

  • Does not assume safeguarding authority

It operates as compliance overlay architecture only.

5. Termination Clause

Licences may be revoked in cases of:

  • Misuse

  • IP infringement

  • Framework replication

  • Unauthorised training dissemination
