TERMS OF REFERENCE
Safeguarding Review Officer
SAFE-CHAIN™
Purpose
The Safeguarding Review Officer (SRO) provides structured, non-determinative safeguarding review confirmation within SAFE-CHAIN™ pilot environments.
Scope of Authority
The SRO:
Reviews objective vulnerability markers
Confirms safeguarding review occurred
Confirms statutory references were acknowledged
Documents procedural compliance
The SRO does not:
Make findings of fact
Interfere in judicial reasoning
Direct case outcomes
Provide legal representation
Core Functions
Review intake screening outputs
Verify presence of codified vulnerability indicators
Confirm that safeguarding considerations were recorded
Ensure compliance checkpoint completion
Log confirmation within audit trail
Independence Safeguards
The SRO:
Operates independently of case parties
Has no authority to alter judicial decisions
Reports to Governance Board, not to litigants
Qualification Requirements
The SRO must:
Hold relevant safeguarding or legal qualification
Complete MØPIT™ compliance certification
Undergo annual review and accreditation renewal
Reporting Structure
The SRO reports to:
Governance & Compliance Director
Oversight Board
Anonymised data may be submitted for independent review.
Performance Review
The SRO shall undergo:
Annual compliance audit
Conflict of interest review
Certification renewal
